Director's Message

Today, organized crime in all its forms has become one of the greatest challenges and threats to national security. Drug trafficking, in particular, has emerged as one of the most alarming manifestations of this transnational organized crime. Algeria, like many other nations—and despite not being a drug-producing country—is not immune to the numerous risks and challenges posed by this scourge. This is largely due to its regional position between two sensitive areas: a region of cannabis resin production (the most prevalent drug) and emerging zones for hard drug production, particularly within the Sahel countries.

In response to this situation, and driven by a commitment to safeguarding society and maintaining security and stability, the State strives to unify efforts and coordinate initiatives at both national and international levels. This involves mobilizing all available resources and capacities to strengthen the mechanisms for combatting this phenomenon.

 

The initiative was spearheaded by the President of the Republic, who sounded the alarm and ordered the development of a national strategy to combat this phenomenon. Based on his directives, a comprehensive and integrated National Strategy for the Prevention of Drugs and Psychotropic Substances (2025–2029) was established. This strategy was drafted by the National Office for the Fight Against Drugs and Drug Addiction (ONLCDT) under the supervision of the Minister of Justice, Keeper of the Seals, and in cooperation with various relevant sectors and civil society actors.

Approved by the Council of Ministers on April 20, 2025, the strategy incorporates multiple mechanisms, including the intensification of legal penalties—which may reach the death penalty—the activation of early detection protocols, the support of addiction treatment centers, and the enhancement of prevention and awareness campaigns, particularly within educational and university environments, while involving mosques and specialized associations in tackling this scourge.

 

Through this approach, our country has dedicated its efforts and resources to aligning legal frameworks with these stated objectives. This is evidenced by the recent amendments to the provisions of Law No. 04-18 of December 25, 2004, concerning the prevention of drugs and psychotropic substances and the suppression of their illicit use and trafficking.

 

The National Office for the Fight Against Drugs and Drug Addiction is fully committed to the State’s endeavor to implement this National Strategy. We will work tirelessly, in coordination with all sectors and civil society stakeholders, to activate all available mechanisms to confront this scourge and its associated threats.
